Three-way match
A three-way match checks that the purchase order (what was ordered), the goods receipt (what arrived) and the vendor's bill (what is charged) agree before the bill is paid.
In practice
It is the simplest control against paying for material that never came or at a rate nobody agreed. Any mismatch is held until someone explains it.
In Pakka
Bills are matched against the order and the delivery before payment, and duplicate requests and double payments are flagged.
